Online shopping (AliExpress, Temu, Shein): customs duties in Morocco
A parcel ordered from AliExpress, Temu, Shein or Amazon pays customs duty and VAT from the first dirham. Here is how the amount is calculated, who collects it and which products cause problems.
Checked on 24 Oct 2026 · Decree No. 2-22-438 of 16 June 2022; rules unchanged by the 2025 and 2026 finance laws
The MAD 1,250 exemption no longer covers online purchases
Since 1 July 2022, goods bought on an e-commerce platform are subject to import duties and taxes whatever their value (Decree No. 2-22-438 of 16 June 2022). The 2025 and 2026 finance laws did not change this rule.
The MAD 1,250 exemption still exists, but only for occasional, non-commercial shipments sent directly from one private person to another: a gift from a relative, for example. It does not cover repeated shipments from the same sender, nor alcohol and tobacco.
How much you will pay
Duties depend on the product’s tariff line, not on the website you bought it from:
- 01
Import duty
The product’s rate: for example 30% for clothing and footwear, 2.5% for headphones, consoles, perfume, phones and computers.
- 02
Parafiscal tax (TPI)
0.25% of the value for most products; 0% for phones and computers.
- 03
Import VAT
20%, calculated on the value plus import duty and TPI.
| Example: clothing worth MAD 500 (customs value) | Amount |
|---|---|
| Import duty: 30% × 500 | MAD 150.00 |
| TPI: 0.25% × 500 | MAD 1.25 |
| VAT: 20% × (500 + 150 + 1.25) | MAD 130.25 |
| Total duties and taxes | MAD 281.50 |
Customs value in principle includes the price of the items and shipping to Morocco. On top of that come the customs presentation fees charged by the post office or the express carrier.
How payment works
- By post (Barid Al-Maghrib / Amana): parcels are checked at the Nouaceur centre. The post office advances the duties to customs and you pay them on delivery, with its handling fees.
- By express carrier (DHL, Aramex…): the carrier pays the duties for you and bills you, usually by payment link before delivery, unless the sender prepaid them.
- Keep the order confirmation and invoice: they prove the value if there is a check.
Banned or restricted products
- Banned: narcotics, weapons, counterfeits, items contrary to morality or public order, and products banned by international postal rules.
- Drones: banned without an import licence; they are seized otherwise.
- Phones and radio equipment: subject to approval by ANRT, the telecoms regulator.
- Commercial quantities (several identical items of clothing, shoes or appliances): no longer a personal purchase, they require commercial import formalities.

Group your purchases
Handling fees apply per parcel: several small parcels often cost more than one.

How much duty is there on a Shein or Temu parcel?
For clothing: 30% import duty, 0.25% TPI and 20% VAT on the total, about 56% of the value, plus the carrier’s handling fees.
Who collects the customs duties on my parcel?
The post office or express carrier pays them to customs and claims them from you on delivery or by payment link, with its own fees.
